MANILA, Philippines -- Chief Justice Reynato Puno urged politicians to “lay off” the moral force movement he has helped organize, which he wants to keep an “apolitical” movement of “good citizens.”

"The thrust is to make this movement apolitical. [I have] nothing against the politicians, but I think the movement will have a stronger chance of gaining strength if the politicians will lay off this moral force," Puno said.

"This is an apolitical movement. It is a movement essentially of good citizens."

Puno said the movement seeks to revive the country's moral values as laid down in the 1987 Constitution, specifically the preamble, which seeks to “build a just and humane society and establish a Government that shall embody our ideals and aspirations, promote the common good, conserve and develop our patrimony, and secure to ourselves and our posterity the blessings of independence and democracy under the rule of law and a regime of truth, justice, freedom, love, equality, and peace…”

The movement’s immediate concern, said Puno, is the conduct of clean and honest elections in 2010, for which he will seek the help of experts and think tanks that will analyze the problems associated with Philippine elections.

"They will come up with a solution which will be presented to concerned government agencies," Puno said.

Puno also explained that he helped establish the moral force because he was the first to call for it.

"I was the first one to call for a moral force. I feel it is my obligation to launch it but as I said, once it has a life of its own, ako ay lalabas na [I will exit]," Puno said
